The U.S. Figure Skating Rulebook is the official publication for all the association's rules and bylaws. The Combined Report of Action details all bylaw and rule changes made through the past year by the Board of Directors and Governing Council.

The U.S. Figure Skating Rulebook is the official publication for all the association's rules and bylaws. This publication contains all test diagrams and test information that was previously included in a separate publication. The rulebook can be viewed online, downloaded and printed from your personal computer or saved to a data storage device (eg., thumb, jump, flash drive, etc.) for printing at your local copy center. 

The online version of the rulebook is the most current version and reflects all known corrections to the edited date.

Rulebooks on sale through Members Only

Members can order a hard copy of the 2023-24 U.S. Figure Skating Rulebook by going to the Members Only online store starting on Aug. 1. The rulebook and related publications are available for purchase by going to the menu in the upper-left corner of the home page and clicking on “merchandise.” Under “departments,” click on “manuals.” Coil and three-hole drill binding options are available on all publications. In addition to the publications, a three-ring U.S. Figure Skating binder and the Michelle Kwan Cover Collection are available for purchase.

Test Requirements

Element requirements for all standard and Skate United singles, pairs, partnered free dance and solo free dance tests, and adult intermediate through adult senior singles tests have been removed from the rulebook and can be found in the charts below:

2022-23 Combined Report of Action (Report of Rule Changes)

The Combined Report of Action contains all actions - including rule changes and bylaw changes - taken by the U.S. Figure Skating Board of Directors and Governing Council from the conclusion of the association's annual governance meeting until the following year's governance meeting.

The 2022-23 Combined Report of Action details all bylaw and rule changes approved through the past year (May 1, 2022, through May 6, 2023) by the Board of Directors and Governing Council. The applicable changes will be incorporated into the 2023-24 U.S. Figure Skating Rulebook, which is scheduled to be published by July 1, 2023.

2023-24 Reports of Action

The U.S. Figure Skating Board of Directors meets at various times throughout the year. Rule changes approved by the Board of Directors throughout the season are documented in Reports of Action and are subject to approval at the annual U.S. Figure Skating Governing Council. Other decisions are documented in meeting minutes and can be viewed here.
