U.S. FIGURE SKATING REPORT OF ACTION
taken by the
BOARD OF DIRECTORS
Oct. 25-26, 2008


The Board of Directors took the following actions:

1. APPROVED the Minutes of the September 15, 2008 conference call meeting.

2. ADOPTED the proposed agenda.

3. APPROVED - Competitions Committee
To amend rule CR 5.01 (page 31) Organization of the Synchronized Skating Competitions Subcommittee by deleting item C. A regional vice chair from each region.

4. APPROVED - Competitions Committee
To add new rule 1016 (page 144) Qualifying Competitions and renumber balance of the section [current 1016 and 1017 become 1017 and 1018]

    1016 Synchronized skating sectional championships may be hosted at a common time and location with the approval of the chair of the Competitions Committee. Each section will have separate competitions.
5. APPROVED - Competitions Committee
To add new rule 1004 (page 143) Competition Sanctions that will define the “competition season”
    The competition season begins July 1 of each year.
      A. Technical requirements for all level take effect on that date
      B. Competitions held after the national championships may specify either the just completed or the new season requirements
      C. Changes to requirements occurring after the Governing Council will be posted on the web site.
6. APPROVED - Dance Committee
To amend TR 49.08 (page 54 Tests Book) by adding the Finnstep as an additional new international dance test. All currently existing test averages, related rules, and judging panel of all international dance tests to apply.

■ DANCES: Austrian Waltz, Cha Cha Congelado, Finnstep, Golden Waltz, Midnight Blues, Ravensburger Waltz, Rhumba, Silver Samba, Tango Romantica and Yankee Polka

7. APPROVED - Dance Committee
To amend TR 54.01- Juvenile Free Dance Test (page 59) – Dance Spin requirement - to revise the minimum revolutions from 2 revolutions to 3 revolutions on both the spin and spin combination.

    Spins: One dance spin but no more selected from the following types:
    Spin: Minimum 3 revolutions on one foot for each partner;
    Spin Combination: Minimum 3 revolutions on one foot for each partner for each part of the spin. There is allowed up to one-half rotation on two feet while changing to the other foot simultaneously by each partner;
8. APPROVED - Dance Committee
To amend TR 54.02- Intermediate Free Dance Test (page 60) – Dance Spin requirement- to revise the minimum revolutions from 2 revolutions to 3 revolutions on both the spin and spin combination.
    Spins: One dance spin but no more selected from the following types:
    Spin: Minimum 3 revolutions on one foot for each partner;
    Spin Combination: Minimum 3 revolutions on one foot for each partner for each part of the spin. There is allowed up to one-half rotation on two feet while changing to the other foot simultaneously by each partner;

NEW BUSINESS

10. APPROVED that the Treasurer may amend the 2009 budget to reflect increased revenue for the 2009 World Championships and a reduction in projected sponsorship income.

11. APPROVED to amend page 8 of the Auditor's Report; last sentence to read “Effective July 1, 2007, all Museum assets and net monetary assets reverted back to the Association pursuant to an Arbitration decision dated May 5, 2008.

12. APPROVED TO RECOMMEND that the proposed bylaws amendment to Article VIII, Section 2 as referred by the 2008 Governing Council not be approved by the 2009 Governing Council
